The Kings show the political leaders of the 4 largest allies: Churchill (Spades), Stalin (Hearts), De Gaulle (France) and Roosevelt (Diamonds).

The Aces show Big Ben, the Kremlin, the Eiffel tower, and the statue of Liberty, representing the allies once more. And of course, like in many WW2 decks, the joker is.......Hitler.
