This deck was made in Japan by Angel Playing Card (probably 1980's). The Kings present the 13th suit here too. It seems that every cardmaker can use this suit for its own images. The other cards have a standard Hanafuda pattern:  when you compare the different decks, in each deck each card (in suit and denomination) has the same Hanafuda design.
The Angel deck is very helpful for beginning players of the Hanafuda game too. Not only does it give the name of the flower in English and Japanese, but also the number of points of the special cards are indicated.
