This deck was printed by Litho USA and published by Purelann Inc. from Columbus, Ohio. Although the sides of the box mention "Fine Art Playing Cards" the name of the artist isn't stated. On the joker there's a signature, that reads like A. Woodland.
Although non-standard, the deck seems to be an advertising deck. All the courts show Afro-American people, but they show exotic head wear, special earrings, necklaces and other jewelry, that seem to suggest an African origin. Because the joker also shows that kind of fashion accessories, it's well possible that Purelann Inc. was a company, that was ran by Afro-Americans and specialized in selling accessories for Afro-Americans.
