Usually this kind of backs was used for early decks or later for cheap decks. It originates from the days that printers were not able to print fronts and backs on pre-glued paper. Until the late 19th century it was impossible to "register" (print back-design correctly placed against front-design) the cards and therefore the backs were single coloured or had an ongoing design of lines or dots. Pre-glued paper solved that problem and cleared the way for advertising backs.

 

The next back is embellished with a floral design. But it is ongoing too and therefore shown here.
